Installers and heating engineers currently navigate a heavy public messaging push. Media outlets, government grants, and manufacturers constantly instruct the British public on which heating technology represents the aspirational standard for modern living. Yet history demonstrates that top-down persuasion regarding domestic heating is nothing new.
Six decades ago, British householders experienced an equally relentless campaign. The product then was not the heat pump, but the night storage heater. The campaign persuaded families that packing heavy firebricks inside metal boxes and charging them with nighttime power was the ultimate standard for cozy family warmth.
For John Sumner, the City Electrical Engineer for Norwich and one of the founding fathers of British heat pump technology, this state-backed marketing push represented a profound failure of technical logic. His frustration during the post-war decades reveals how institutional grid priorities can override pure thermodynamic efficiency.

The 1945 Pioneer: Heat Pumps Are Not New
Many modern practitioners assume the heat pump is a relatively recent innovation, but Britain possessed a large scale, high efficiency installation over eighty years ago. In 1945, John Sumner designed and commissioned a landmark 120 kilowatt water-source heat pump for the Norwich Corporation electricity department building on the River Wensum.
Utilising a vapor compression cycle, Sumner's installation extracted heat from river water to feed a hydronic radiator system. The plant achieved a Seasonal Performance Factor of approximately 3.4, delivering over three units of useful heat for every unit of electricity consumed.
Sumner demonstrated that electrical vapor compression was a viable, highly efficient alternative to burning raw coal for building heat. Yet despite this early post-war success, the technology was effectively shelved for the next few decades.
The Post-War Grid Dilemma and Off-Peak Power
To understand why the electricity supply industry sidelined heat pumps despite Sumner's success, one must examine the operational realities of the post-1948 nationalised system. Following nationalisation, the Central Electricity Generating Board (CEGB) managed generation and bulk transmission, while 12 regional Area Electricity Boards handled local distribution and supply. Together, they faced a massive structural problem: the thermal load factor.
Large coal fired power stations, and later nuclear stations, operate most efficiently when running continuously at a steady baseload. Ramping these massive turbines down overnight and back up every morning damages equipment, wastes fuel, and destroys operating margins. Britain during the 1950s had a steep daily demand profile. Daytimes saw massive peaks from factories and home cooking, while nighttime demand dropped sharply.
The national grid needed a massive overnight electrical sink to absorb unallocated steam output. Power generation authorities realised they needed to create a consumer habit that swallowed vast volumes of kilowatt-hours between 11 PM and 7 AM.
The technical solution arrived in the form of resistive storage heating. By packing dense refractory clay bricks around high wattage resistive elements, manufacturers created units that soaked up immense amounts of electrical energy overnight. The regional Area Boards supported this hardware with dedicated secondary meters, time switches, and low cost off-peak tariffs.

Marketing the Brick: The Unit Plan Revolution
By 1962, the Electrical Development Association, alongside the regional Area Electricity Boards, launched the Unit Plan campaign. This marketing initiative transformed a grid balancing problem into a highly desirable consumer upgrade.
Promotional brochures and press adverts targeted householders upgrading from dirty coal fires or costly coal-gas appliances. The industry convinced homeowners that electric brick heating was the aspirational standard for cozy family living. The ads pitched key advantages: low upfront capital costs, simple installation without invasive plumbing or water pipes, and half price overnight electricity.
Crucially, the Unit Plan allowed families to purchase one or two heaters at a time, building up a central heating system as finances allowed. High-street Area Board showrooms portrayed storage radiators as modern domestic furniture, complete with wood-look trims and polished grilles.
The campaign achieved massive commercial success. Many council flats, suburban semi-detached homes, and private properties adopted storage heaters. The electricity supply industry successfully created a massive, captive overnight buyer for its coal fired base-load.

John Sumner and the Technical Frustration
Operating from Norwich throughout the 1950s, 1960s, and 1970s, John Sumner viewed this commercial landscape with intense professional frustration. Sumner recognised that resistive storage heating was fundamentally wasteful at a primary energy level. A storage heater converts one unit of electricity into less than one unit of heat, suffering additional standing losses as stored thermal energy bleeds into living spaces during the day when heat is not required.
When Sumner advocated for domestic ground-source and air-source heat pumps in his writings throughout the late 1960s and 1970s, he ran directly into the institutional inertia of the state supply system. The centralised power authorities viewed heat pumps with skepticism for several key operational reasons:
Heat pumps required electricity during daytime hours, overlapping with existing grid demand peaks.
Heat pumps consumed significantly fewer total kilowatt-hours to deliver equivalent home heating, directly threatening the revenue model of volume energy sales.
The supply industry prioritised selling off-peak units to justify ongoing capital investment in mega power stations and nuclear infrastructure.
Sumner argued in his 1976 books that regional electricity boards deliberately structured tariffs and managed field trials to make domestic heat pumps appear financially unviable. The state energy monopoly owned high-street showrooms, funded massive national ad campaigns, and controlled grid access meters. Independent heat pump technology could not compete against a state machine determined to sell off-peak resistive power.
John Sumner understood that technical superiority means little without institutional alignment. His frustration was not merely that storage heaters were popular, but that a national utility actively promoted an inefficient technology to solve its own operational constraints. As modern engineers install heat pumps in homes that once contained 1960s storage bricks, Sumner's legacy reminds the industry that true technical progress requires aligning thermodynamic efficiency with honest energy economics
